Summary
Updates the majority of packages to resolve vulnerabilities and pull functionality up to date. As part of these changes, there are numerous linting and unit testing updates, as well as library changes.
Testing Guidance
Make sure all functionality works as expected, a11y remains in good standing,
npm run testandnpm run lintboth work without errors, and note any abnormalities.
